BMP: An Approach for Compliance, 1998 Cluster Rule Symposium Proceedings
As part of the recently promulgated Cluster Rule (Phase I), EPA has included requirements for implementation of Best Management Practices (BMP) for spent pulping liquor spill control. The goal of BMP is to prevent and control both intentional and unintentional diversions of spent pulping liquor, turpentine and soap, recovering the material back to the process to the extent practicable, or metering it to effluent treatment. EPA has defined BMP as a combination of equipment for containment and recovery of this material and “non-hardware” elements including regular visual inspections, repair for leaking equipment, a preventative maintenance system, and standard operating procedures. Discussion will focus on issues associated with developing and implementing BMP, using a systematic methodology to arrive at a straightforward, practical program.
