Cluster Rules: Same Song Second Verse, 1997 Engineering Conference Proceedings

The EPA appears to be finally moving ahead with the cluster rules for the chemical pulping categories. The anticipated rules will have some relief in the areas of oxygen or extended delignification, non-condensable gas treatment techniques, and in the best management practices plan. The final impact could be a compliance cost reduction as high as $30 million dollars for a typical bleached kraft mill.
