On September 13. 2004, the EPA promulgated the final version of the Industrial Boiler MACT, (40 CFR Part 63, National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process Heaters). The Industrial Boiler MACT is aimed at the control of cadmium, chromium, hydrogen chloride (HCl), hydrogen fluoride, lead, manganese, mercury, nickel and various organic HAPs. The affected pieces of equipment are Process Heaters and Boilers. The most challenging part of this rule for many pulp and paper mills with existing coal fired boilers is the limit of mercury emissions to less than 0.000009 lb/mmBTU. Figure 1 shows the distribution of US pulp and paper mills with coal fired boilers.
