The National Pollutant Discharge Elimination System (NPDES) Program has achievedsignificant reductions in pollutant discharges since it was established by the Federal WaterPollution Control Act Amendments of 1972. The development of this permitting program has, inturn, resulted in tremendous improvement to the quality of this country's water resources. Thispaper will present a brief history and introduction to the national water pollution controlpermitting program as administered by the United States Environmental Protection Agency(EPA) and provide an overview of the permitting activities implemented through the NPDESprogram today.
