In 2012 and 2013, under the authority of the Clean Air Act, several federal air emissions rules were promulgated. The Mercury and Air Toxics Standard (MATS) was finalized on February 16, 2012, and sets numerical limits on the emissions of hydrogen chloride (HCl), mercury (Hg), and particulate matter (PM) from electrical generating units (EGUs). The MATS rule applies to fossil fuel fired combustion facilities of more than 25 MW that serve as a generator that produces electricity for sale. Smaller units are regulated under the Industrial, Commercial, and Institutional Maximum Achievable Control Technology (ICI-MACT) rule, which also sets forth numerical emissions limits for HCl, Hg, and PM for all units larger than 10 MMBtu/hr (~2.9 MW).
