Recovery Boiler Inspection Strategy, 2016 Pulping, Engineering, Environmental, Recycling, Sustainability (PEERS) Conference Proceedings


This paper reviews inspection and maintenance strategies that reduce the risk of personnel endangerment, environmental contamination and business losses caused by smelt-water explosions or other failures in Black Liquor Recovery Boilers.

Mill employees, rather than contractors, should take responsibility for recovery boiler inspections, determine whether specialists should be called in to assess the significance of particular defects and define the type of repairs required to make the recovery boiler fit-for-service until its next scheduled inspection. Required qualifications for Recovery Boiler Integrity Program Coordinators, for Recovery Boiler Inspectors and for contractor personnel who inspect and non-destructively test recovery boiler components are described and recommendations for record-keeping are included.

Although a recovery boiler that is new or has no inspection history should first be inspected using a generic scope, the principles of Risk-Based Inspection should be applied to set the scope and frequency of subsequent inspections while in-service inspections are clarifying where, and how rapidly, corrosion and cracking are propagating. Thus, the scope and frequency of inspection in a particular recovery boiler should be tailored to its own design and operational history. Risk-Based Inspection both improves the cost-effectiveness of inspection and maintenance activities and enables the benefits of each year’s activities to be measured.
