Change in the forest products industry is often seen as an evolutionary rather than revolutionary process.

However, one of the industry’s foremost safety organizations, the Pulp & Paper Safety Association (PPSA), has proposed changes in recording incident statistics that could be considered revolutionary, if not downright heretical.

Although PPSA is mostly North American in scope, safety records are of concern worldwide. At its recent meeting, executives of PPSA put forth the idea that low recordables are not a true measure of a mill’s safety culture. PPSA is not saying to stop recording incidents, but the statistic is misused as a leading indicator. The questionable quality of the source of the data under-mines its utility for OSHA’s intended purposes.
