Globally Updated Regulatory and Sustainability Initiatives Continue to Drive Improvements in Polyamidopolyamine-epichlorohydrin (PAE) Wet-strength Resins and Paper Products, TAPPICon24



Polyamidopolyamine-epichlorohydrin (PAE) resins are the predominant commercial products used to manufacture wet-strengthened paper products for grades requiring wet-strength permanence. Traditional PAE resins contain high levels of 1,3-dichloro-2-propanol (1,3-DCP) and 3-monochloro-1,2-propanediol (3-MCPD), compounds that are potentially carcinogenic by-products formed during the manufacturing process of PAE resins. Updated regulatory directives of the Brazilian Health Regulatory Agency (Agência Nacional de Vigilância Sanitária, ANVISA) and the Chinese National Standards (GB4806.8) now match those of the German Federal Institute for Risk Assessment (Bundesinstitut für Risikobewertung, BfR). These updated directives and revised sustainability initiatives (e.g., from EU Ecolabel and Nordic Ecolabel) encourage the use of “cleaner” technologies and in turn the manufacture of safer paper products for consumers. This convergence of regulatory directives that require the use of “cleaner” and safer technologies has resulted in the United States becoming a “regulatory island” regarding 1,3-DCP and 3-MCPD in paper products.

Furthermore, major retailers are focusing on product ingredient transparency and quality, thus encouraging the development of safer product formulations while maintaining performance. Additionally, the reduction of one’s carbon footprint is a relatively new initiative, resulting in paper manufacturers and chemical suppliers considering the total carbon footprint of their respective products.
