The Quality Control System (QCS) is designed to provide paper making value with regards to production, quality, and cost to produce. However, this system only has value when it is safe, reliable, and optimized for use. The paper making industry is alive with advances in automation, measurement, control, and local and remote service and tech-nology enablement. This is an exciting time, but these additional advances have made answering the question of QCS performance value much more challenging. In the past we could measure a QCS systems performance simply by the amount of time the controls were turned on. Today, that is simply not the case. This paper was written to pro-vide certainty in knowing what it takes to drive paper making performance and value with a QCS that is safe, relia-ble, and optimized in today’s Industrial revolution. We will utilize the concept of the “Swiss Cheese Model of ser-vice” as our guide. A piece of Swiss cheese represents a performance protection barrier while the holes represent performance threats. We will apply this concept for all QCS performance components classified into asset, function, and process groupings. This will provide a guide for understanding QCS performance threats and potentials. Once threats and barriers associated with a QCS performance gap is understood, then we can mitigate the risk with local, remote, reactive, or proactive service or technological solutions. This approach will not only drive paper making quality, production, and cost to produce value requirements of the industry, but it will also ensure proof to the ques-tion, “Is your QCS safe, reliable, and optimized?”
