The pulp and paper industry and other asset-intensive sectors face sustained pressure to improve reliability, reduce maintenance cost, and meet long-term sustainability targets. This paper presents a Condition-Based Maintenance (CBM) framework integrated into an Asset Performance Management (APM) architecture, explicitly bridging ISO 17359 condition monitoring practices with ISO 55000 asset management principles [1], [2]. The proposed approach closes the common gap between technical condition assessment and strategic asset governance by converting condition intelligence into risk- and value-based decisions across the asset life cycle.

The methodology combines asset contextualization and criticality analysis, failure mode structuring, health index modeling, and risk-based intervention logic. A closed-loop governance layer embeds monitoring outputs into maintenance planning, management review, and continual improvement routines consistent with ISO 55000 requirements [1] and ISO 17359 program review expectations [2]. Industrial applications across multiple process industries are summarized to demonstrate typical outcomes, including reductions in unplanned downtime, maintenance cost optimization, improved availability, and enhanced sustainability performance.

The results indicate that aligning CBM with asset management governance enables condition monitoring to evolve beyond diagnostic signaling toward a scalable decision capability. The framework provides an implementable pathway for integrating sensor-driven degradation intelligence with enterprise-level value realization.
