MACT Overview, 1998 Cluster Rule Symposium Proceedings

The Cluster Rule includes Effluent Guidelines Wastewater standards and Maximum Achievable Control Technology (MACT) hazardous air pollutant standards for various categories of pulp and paper manufacturing. The MACT standards include MACT I covering chemical pulping and bleaching operations and MACT III covering bleaching of secondary fiber. These standards are expected to be final in mid-February 1998. The MACT II standards apply to recovery furnaces, lime kilns and smelt dissolving tank vents. These standards will be proposed in February 1998 and become final about one year later.

This presentation reviews what process equipment is affected, the options for complying and the timeline for achieving compliance. Some of the monitoring and reporting requirements are also briefly discussed.
