Weyerhaeuser's Longview, Washington BMP Plan Development, 1998 Cluster Rule Symposium Proceedings
Weyerhaeuser’s Longview, Washington pulp and paper facility is required to develop and implement a Best Management Practices (BMP) Plan as mandated by EPA’s new Cluster Rule. The facility’s NPDES permit expired May 10, 1996 and has yet to be renewed by the Washington State Department of Ecology due to the (then pending) finalization of the Cluster Rule. The permit is expected to be reissued by January 1999 which would require completion of the BMP Plan by that date. A self-initiated program, the Environmental Systems Review (ESR), was undertaken in February 1997 to evaluate the ability for our processes to meet environmental expectations at the Longview site. Several of the projects identified by the ESR team, for example: effluent monitoring, environmental incident tracking, increased accountability for spills, and corrective follow-up by operations, coincide with the BMP Plan requirements. This presentation will discuss the ESR and implementation of BMP at the facility.
