Large, fine white paper mills generally rely on a Quality Assurance department to inspect quality into their product. The question should be asked: why are the makers of the product not equally responsible for the quality of the product? Otherwise there is all too frequently a conflict between production and quality. The charge to the Ashdown Converting Department was to “develop and implement an operator owned and controlled quality system”. The intent was to eliminate the dichotomy between quality and production, create teamwork, and step change reduces the defect rate.
