Cluster Rules Compliance and Advanced Technologies - Mill Application and Operating Experience, 1997 Minimum Effluent Mills Symposium Proceedings
Louisiana-Pacific Corporation (“L-P”) owns and operates the Samoa Pulp Mill located on the North Coast of California Due to the sensitive local environment, the Samoa null has a long-standing pollution prevention program. The technologies in place or currently under construction at Samoa result in environmental performance which would comply with all requirements of EPA’s proposed Cluster Rule, with the exception of standards proposed for biochemical oxygen demand (“BOD”). This paper outlines L-P’s approach to achieving early compliance with the proposed Cluster Rule and details mill experience with the advanced technologies required to achieve this status. The primary technologies discussed include totally chlorine free (“TCF") bleaching, closedcycle technology, steam stripping of foul condensates, non-condensable gas incineration, and implementation of a best management practices plan (“BMPP”).
