Proactive Capital Purchasing, 1991 Process Control, Electrical & Info. Conference Proceedings
Historically, we who implement capital projects, namely the Engineers, Purchasing Agents, Vendors, Contractors, Accountants, and Attorneys of this world have used the competitive bidding process to determine the market price of the equipment, materials and services needed to accomplish project objectives. This traditional method sometimes results in wasted dollars, resource inefficiency, loss of re-application of knowledge to other projects, poor process performance, and a learning curve which remains steep on every project. Proactive Capital Purchasing proposes the development of equitable partnering relationships between the owner and engineers, vendors, and contractors so that overall capital effectiveness and project performance is improved.
