In 1962, the Food and Drug Administration published a regulation accepting recycled fiber as a component of food packaging materials. That regulation, now codified as 21CFR 176.260, prevents contamination of food in contact with such packaging by prohibiting the inclusion in this packaging of harmful or deleterious materials which migrate to food. To provide a firm base for issuing letters guaranteeing compliance with food packaging regulations, analytical descriptions of recycled packaging aiming to reveal the potential presence of harmful or deleterious materials should be take place. This paper describes a means to that end.
