Boiler MACT Compliance: The Real Deal, 2004 Paper Summit, Spring Technical & International Environmental Conference, (including Papermakers; Process Control, Electrical & Information; Product & Product Quality)
EPA proposed the new Industrial Boiler MACT regulation in early 20031 and posted the signed rule in February
20042. Promulgation must include publication in the Federal Register. Realistic estimates of capital costs, operating
costs, and environmental impacts associated with Boiler MACT compliance must be established for the pulp and
paper industry. This technical paper will summarize the results of engineering studies to establish the financial
impacts of Boiler MACT compliance at numerous operating pulp and paper manufacturing facilities.
The presentation will include results of typical fuel analyses, boiler performance and emission data, project scopes
of work, retrofit issues and opportunities, capital costs, operating costs, and environmental impacts derived from
engineering studies for Boiler MACT compliance. In many instances, emission compliance projects will either
result in or will present capital opportunities to simultaneously improve boiler performance and minimize the net
operating costs of emission compliance.
