This paper discusses the evolution of an alternative compliance strategy that was designed to comply with an air permit requirement for NOx emissions. The facility was originally required to put a selective catalytic reduction system on a natural gas fired turbine, but requested to be relieved of that requirement. The alternative compliance strategy considered the total environmental impact of the facility and developed substitute measures that had more benefits. This paper discusses the process and the evolution of the Bucksport Environmental Innovation Project (BE-IP) which considered the total environmental impact of the facility and designed projects that would not only achieve superior environmental results, but would result in significant mill savings.
