A risk assessment was conducted to evaluate risk to human (mill employees and off-site residents) and ecological (freshwater and saltwater) receptors posed by arsenic, chromium, and nickel from historical solid waste disposal practices.

The risk assessment was unusual, in that at each juncture decisions were made concerning the cost of the activity and the potential benefits to the project. In addition, the consultant worked with Smurfit-Stone utilizing current and historical data collected over a ten-year period.
