The regulations applying to mills under the clean water act include effluent categories for the following types of mills: dissolving kraft, bleached paper – grade kraft and soda, unbleached kraft, dissolving sulfite, paper-grade sulfite, semi-chemical sulfite, mechanical pulp (including groundwood and thermo-mechanical pulps), non-wood chemical, secondary – fiber deink, secondary fiber-nondeink, fine and lightweight papers from purchased pulp, and the category of tissue, filter, nonwoven, and paperboard from purchased pulp.
Due to the vastness of the above categories, this roundtable will attempt to point out the effects of the “cluster rule” on the bleach plants in several mills. Included is one mill which has already shut down its bleach plant due to the immense cost involved in complying with the clean water act. In addition, thousands of jobs could be eliminated.
