Source reduction has long been part of official government strategies for managing municipal solid waste (MSW). Its application as part of proposed responses to MSW problems has lagged behind recycling because of definition issues and public perceptions. Recent legal definition proposals may actually work against long term source reduction

efforts, as examples provided show. The actual reduction of pressures on sanitary landfills by source reduced packaging can be substantial (in some cases more than projected recycling programs might achieve).
