Mini-Mills: The Beginning of a New Trend, 1993 Recycling Symposium Proceedings

In a virgin fiber based mill, the capital intensiveness of the pulping and chemical recovery systems mandate that advantage be taken of “Economy of Scale” and, thus, “Bigger is Better.” However, when the facility is based on recycled fiber, a low-tonnage urban mini-mill can be a cost effective and efficient means of meeting the demands of the environmental age. This paper explores mill siting, design, production capacity, and financing for small tonnage mills that use nearby urban centers as a source of raw materials and finished product customers.
