The use of secondary fibres is both an environmental and economical issue. These both items are related to the problem with increasing costs of existing landfills. This has also become a political issue as no new landfills can be founded as the waste problem concerns the public. This has formed into an avalanche of recycling legislation as the landfills fees have skyrocket.
This problem has been studied and a solution is developed, which takes into account primary and secondary fibre and paper producers. Both environmental and economical aspects are considered simultaneously.
