Mandatory Recycling Rates: Trouble for the Paper Industry, 1997 Recycling Symposium Proceedings
The current national average for diversion of municipal solid waste from landfills is about 25%. Many states have mandatory solid waste reduction goals, many of these reaching 50% by 2000. While these rates include all solid waste, paper recovery has a major impact on these numbers. What impact does this 50% level have on the paper industry? Will the “natural” expansion of recovered paper use within the paper industry absorb this amount or could this develop into mandatory recovery legislation as occurred in the late 1980’s with ONP?
