Risk Management and Integrity Assurance of Complex Aboveground Atmospheric Storage Tank Systems, 1992 Engineering Conference Proceedings
This paper describes a methodology for using computer based monitoring and decision modeling techniques for managing risks and assuring integrity of complex systems involving large numbers of different types of above ground storage tanks in a variety of operating environments as generally exist in an integrated paper mill. The presentation shows how such modeling can a) provide a quantitative basis for identifying potential high risk/high loss situations that may require urgent action, and b) provide a means of establishing priorities to reduce the risk of health, safety, environmental and production losses. The theory and practical aspects of applying decision modeling to paper mill tank management will be discussed, including: the analytical structure of the model; how the model works; what type of input is needed; precision and form of site/facility data; type of output generated; and how the results can be used to effectively control losses associated with owning/operating large numbers of storage tanks.
