It is the owner’s objective to pre-qualify and select contractors, and agree to their subcontractors, who have the ability to perform their work in a safe manner, consistent with recognized good safe practices, and in compliance with applicable safety and health regulations. Such contractors should be able to reduce the potential for occupational injuries and illnesses, reduce worker’s compensation costs, reduce third party liability costs, and avoid adverse community relations. They may also be more competitive because they have demonstrated the necessary management skills to control a significant component of their operating costs. Smaller contractors may need assistance in understanding and applying federal, state and local safety and health regulations. Owners are encouraged to provide this assistance.
