This paper describes alternative methods to determine the boundaries of highly hazardous chemical areas in pulp and paper mills. The requirement for defining boundaries is described in the OSHA process safety management rules. Since the rule describes only minimal boundary criteria, different options for mills to consider are proposed to establish technical criteria for determining the locations for both physical and chemical process boundaries. Examples of physical or field process boundaries that are discussed include pipelines, check valves and other flow connections. Examples of chemical process boundaries may be defined as the point of receipt or generation of the highly hazardous chemical up to the point where it would not be considered hazardous such as point of dilution or consumption by the process.
