Wastepaper Procurement, 1996 Engineering Conference Proceedings

There are a number of different ways to source wastepaper for a deinking facility. For Sheldon, we elected to set up the necessary systems, processes, and personnel to deliver internally 175,000 tons per year of ONP/OMG. The primary motivation behind the approach was 3-fold: security, cost and quality, with all three being of equal importance. We did not want to be dependent upon waste haulers, brokers, or local govermnent-none of whom could provide long range security, price stability, and quality which definitely would vary from vendor to vendor. Having said this, putting it into place and making it all work proved to be an exciting challenge. First of all, a team had to be assembled to clarity and execute the vision. Municipalities had to be approached to develop interest and trust to foster curbside recovery programs. Strategic locations for processing centers needed to be established with a number of issues playing important roles in the decision process. The processing centers needed to be designed and constructed, systems put into place to provide adequate means to measure and control daily functions, and personnel trained to effectively and safely operate the facility. The results have been very rewarding from any way it’s measured; a stable source of ONP/OMG at below market price with negligible quality issues.
