My TAPPI Story: McKenna Goulette

Aldridge -- This paper will discuss the usefulness of the template AF&PA SSM plan and the efforts of the staff at the Brunswick Mill to develop an SSM plan specific to the mill's operations. The American Forest and Paper Association (AF&PA) funded the development of a generic startup, shutdown, and malfunction plan (SSM plan) to assist its members with the implementation of these specific requirements as set forth in both the general provisions (40 CFR 63 Subpart A) and industry specific requirements (40CFR 63 Subpart S) Completion of this effort included piloting the generic SSM plan at Georgia-Pacific's bleached kraft mill in Brunswick, GA. The objectives of the piloting effort were to validate the procedures and guidance developed and creates a roadmap for modification of the AF&PA template document to complete a site-specific SSM plan. These efforts assisted in creating a template for other mills can create a structured approach to implementing those requirements. This plan will serve as a foundation in which other mills can create a structured approach to implementing those requirements. The SSM plan also assists in revising the mill's current documentation to meet the regulatory requirements. The SSM plan was designed to evaluate existing mill documentation and provide the correlation between these documents and the SSM plan.
