Incorporating the NESHAP General Provisions into the Cluster Rule Startup, Shutdown, Malfunction Plans, 2000 Environmental Conference Proceedings
- D. A. Curry, E. Hanson, W. J. Gibson -- The industry has thoroughly analyzed Subpart S of the NESHAP regulations. The general provisions, however, have many requirements that are required to be incorporated into compliance. Some of these requirements include development of Startup, Shutdown, Malfunction (SSM) Plans and system performance testing. In many cases, systems, which in past the past have been considered process instrumentation and data, will now be used to prove continuous compliance. These systems will be considered part of the Continuous Monitoring Systems (CMS). The general provisions have rigid requirements for quality control (QC) and Performance Testing of CMSs, which these systems now will be required to meet. This paper reviews the general requirements of the NESHAPs and discusses practical implementation issues associated with these requirements for the Bleach Plant treatment requirements.
