Air quality dispersion modeling has long been a required step when preparing air permit applications for the pulp and paper industry. The air quality modeling process can be quite complicated. For facilities located in regions where the topography is severe, the process has become even more involved with the introduction of EPA’s refined complex terrain model CTDM (Complex Terrain Dispersion Model Plus Algorithms for Unstable Situation) and EPA’s screening version of the model, CTSCREEN. Compounding the complexity of the situation, currently, is an absence of EPA guidance for developing the air quality modeling protocol and the meteorological monitoring plan to support the complex terrain air quality modeling studies.
