Implementing the New Osha Standard (29 CFR 1910.1450), Occupational Exposure to Hazardous Chemicals In Laboratories Within The Pulp and Paper and Allied, 1992 Environmental Conference Proceedings

The types of laboratories typically found in the pulp and paper industry are compared to the OSHA Standard’s definition of a "laboratory" and to the OSHA definition of "hazardous chemical use". The circumstances that dictate the application or exclusion of other OSHA standards to a "laboratory" are also discussed.

The paper discussed the strategies and assignments that would be necessary to implement the standard for the types of laboratories and operations typically found in the Paper Industry. The requirements of the Chemical Hygiene Plan, i.e. exposure monitoring, employee training, personal protective and emergency equipment, labeling, ventilation, ventilation monitoring, medical surveillance, permit systems, and disposal of chemical wastes are discussed. The paper attempts to guide the reader through the complicated regulations and suggested laboratory "Prudent Practices" necessary to implement a complete program and then audit that program.
