Community Participation in a Mill Sponsored Odor Survey, 1993 Environmental Conference Proceedings
In response to an increasing number of odor complaints and pressure from environmental groups and regulatory officials, ITT Rayonier Port Angeles Division conducted an odor survey during the summer of 1992 to determine the mill emission sources causing odors offensive to community residents. The unique survey program consisted of a blind test using bagged samples of six mill emission source to match odors of mill sources to the perceived odors in the community. Trained odor observers routinely made observations of odors in the community while conducting the survey. Newspaper advertising and coordination with a local environmental group were used to solicit community survey participants.
Results of the surveys were analyzed by TRC Environmental Consulting and conveyed to survey participants during a public meeting. Results are being used by the facility to focus resources on the emission sources with the greatest perceived impact to the community.
