Implementing Municipal Water Reuse in a Liner Paper Mill, 1994 Environmental Conference Proceedings

The technical, political and legal issues encountered during the development and implementation of a municipal water reuse system are analyzed and means to address these issues are presented.

The development of a system for treating municipal effluent for use as process water for the production of linerboard requires: (i) a thorough analysis of the technical requirements of the production process and the legal issues and permitting requirements arising under state and federal laws, and (ii) the cooperation of the municipality and the industrial user. The technology is commercially available to make municipal water reuse systems feasible, but legal and political concerns make the implementation process arduous and time-consuming.
