Role of Modeling in Dealing with Ground-Water Withdrawal Regulations; A Virginia Paper Mill's Experience, 1994 Environmental Conference Proceedings

The paper industry uses large quantities of water in the papermaking process. In Virginia, it is the largest user of ground water in the Tidewater area, accounting for 43 percent of all withdrawals. As a result of the increasing dependence on ground water, the state enacted the Groundwater Act of 1973 and established the Eastern Virginia Groundwater Management Area.

At the same time, the United States Geological Survey (USGS) prepared a MODFLOW model of the coastal plain of the Mid-Atlantic Region, of which Virginia is a part, encompassing 8 aquifer units and 7 confining units. This was designed to assist in the management of the ground-water resources of that region.
