In 1991, the wastewater treatment system at Packaging Corporation of America’s (PCA) Tomahawk paper mill, consisted of a primary sedimentation lagoon followed by an anaerobic lagoon, an aerobic lagoon and (2) facultative sedimentation lagoons. The existing system covered over 27 acres of mill property. Due to the pending issuance of the mill’s Wisconsin Pollutant Discharge Elimination System permit (WPDES), the sale of the mill from Georgia-Pacific to PCA and the need to comply with recently promulgated regulations for industrial lagoon design, a decision was made to abandon the existing system and construct a new wastewater treatment system.
