Pope & Talbot’s deinking mill in Eau Claire, WI operates a paper mill sludge landfill. During a 1986 state wide audit of groundwater, volatile organic compounds (VOCs) were detected in 8 of 14 monitoring wells surrounding the landfill.

Extensive groundwater monitoring yielded sporadic detections and concentrations of vinyl chloride in private wells downgradient from the landfill in 1991.
