Environmental topics in the Japanese pulp and paper industry in 1993-1994 are reviewed. Industrial waste survey: The utilization ratio of industrial waste from pulp and paper mills in Japan has improved from 26.1% in 1989 to 49.7% in 1993. 78% of organic waste is incinerated. Odor regulation: The concentrations of odorous chemicals in effluent will be regulated by applying the preceding law, which regulates atmospheric odor level at the mill boundary. It will be burdensome to the industry, though there are few complains on odor from effluent from public AOX: The industry reduced the discharge of organic chlorine compounds to a very low level in late 1970s. All kraft pulp mills now operates at the AOX rate of less than 1.5 kg/ton pulp. Recycling: The recycled fiber occupies 53% of the total pulp consumption. The figure is stagnating there. Some break-through is needed.
