In late 1994, NCASI conducted a National Technical Workshop on the subject of waste minimization. The primary goal of the workshop was to provide a forum for the exchange of technical information concerning methods for minimizing and/or beneficially using solid wastes/re-siduals produced by the pulp and paper industry. This paper presents a summary of the information presented at the workshop. Within the context of this paper, minim-ization of solid waste is viewed as a component of broad-er industry programs targeting pollution prevention ap-proaches to management of solid wastes. These approach-es are usually considered to include a practical and eco-nomical combination of in-mill loss control, end-of-pipe treatment, and beneficial use of residuals. Included in this paper are discussions of the driving forces behind struc-tured waste minimization programs and implementation strategies for these programs. Some examples of success-ful waste minimization programs and by-product benefi-cial use alternatives for mill residuals are also described.
