Developing a RMP Emergency Response Plan, 1996 Environmental Conference Proceedings

EPA has proposed regulations requiring certain facilities to develop Risk Management Programs (RMP) intended to reduce the number and severity of chemical release accidents. The final regulations are expected to be promulgated by mid-1996 with a three-year deadline for full compliance. Most Pulp and Paper mills handle substances that will subject them to RMP requirements. One of the elements of an RMP is an Emergency Response Plan (ERP). This paper outlines the requirements for an ERP and describes Simpson Tacoma Kraft Company’s approach to meeting these requirements. Simpson is unusual among Pulp and Paper mills in that it is located in a densely populated area. Consequently, there is an urgent need for emergency planning. At the same time, the local community can provide emergency planning and response resources not available at other locations. Coordinating mill and community resources through the Local Emergency Planning Committee (LEPC) is an important part of the ERP.
