New Source Air Permitting for a Recycled Paper Procession Facility and Paper Machine, 1996 Environmental Conference Proceedings

Georgia-Pacific Corporation operates a semi-chemical and recycled fiber facility in Big Island, Virginia which produces a mix of corrugating medium and linerboard. As part of an expansion, the Mill recently received an air permit from the State of Virginia for the installation of a recycled paper processing facility, paper machine, and natural gas-fired package boiler. As a result of the close proximity of the Mill to both mountainous terrain and the James River Face Class I area, there were several complications in the permitting of the expansion. Additional complications were encountered as a result of internal timing constraints and the current State/EPA policy of actual-to-potential emissions counting for Prevention of Significant Deterioration (PSD) applicability accounting. This paper addresses the issues that were encountered during the permitting process, as well as the innovative solutions that were identified in addressing the various issues.
