Development of Paper Machine Air Permit Applications, 1996 Environmental Conference Proceedings

As part of a transition variance program bridging existing state air permit requirements and the new Title V operating permit program, Tenneco Packaging (Tenneco) developed air permit applications for two existing paper machines at the company’s unbleached kraft linerboard mill in Counce, Tennessee. This paper discusses the transition variance permit process and explains how the facility used data developed from the NCASI MACT mill study to estimate volatile organic compound (VOC) and volatile hazardous air pollutant (VOHAP) emission rates, Furthermore, Tenneco used machine-specific white water sampling and emission screening data to ensure that the emission estimates were representative.
