Title V Air Operating Permits require a determination of continuous compliance for major sources such as hog fuel boilers. Traditionally this has been interpreted as continuous emissions monitors (CEM). Such devices are expensive to purchase and install and resource intensive to operate. This paper describes a method for parametric monitoring to determine SO2 emissions from hog fuel boilers operated at the Weyerhaeuser North Bend Containerboard mill in North Bend Oregon. The mill operates hog fuel boilers that bum multiple fuels. Testing has shown that SO2 from fuel oil is being removed, presumable by wood ash, when burned in combination with hog fuel. To determine the SO2 emissions from the boilers, Weyerhaeuser has developed an empirical equation based on the amounts of hog fuel and oil burned. By continuously tracking a number of parameters, the equation can be used to estimate SO2 emissions utilizing the empirical equation. This notion has been accepted by the Oregon Department of Environmental Quality and has been written into the draft Title V permit.
