Recent studies indicate that bleaching operations at pulp and paper facilities are major sources of carbon monoxide (CO) emissions. Some of these studies suggest a direct link between emissions of CO and the use of chlorine dioxide (ClO2 ) substitution in the bleaching process, which may be required under the cluster rule. In most mills this increase in CO is significant enough to trigger a prevention of significant deterioration (PSD) review. This paper addresses the impact the CO emissions will have on PSD permitting, and a preliminary determination of Best Achievable Control Technology (BACT) for the control of CO from bleaching operations.
