Alabama Department of Environmental Management (ADEM) regulations at 335-3-14 and Federal Prevention of Significant Deterioration (PSD) regulations at 40 CFR 51.24 require air permitting for modifications to existing major sources which would result in a significant, or 40 ton per year increase, in VOC emissions. This paper reviews the PSD permitting for the installation of a new steam-heated lumber dry kiln at MacMillan Bloedel Packaging Inc. in Pine Hill, AL. The paper presents the results of VOC emissions testing on both steam-heated and gas-tired lumber dry kilns and compares the results to other published factors. The paper also provides an analysis of other emissions and the results of the required Best Available Control Technology (BACT) analysis.
