Since 1994, Louisiana-Pacific Corporation (“L-P”) has successfully operated a “bumpless” transfer, co-firing non-condensable gas (“NW”) collection and treatment system at their Samoa Mill on the coast of Northern California High volume low concentration (“HVLC”), low volume high concentration (“LVHC”), and stripper off gas (“SOG”) are collected in separate headers and are co-tired at the lime kiln and a thermal oxidizer. The system is essentially a zero vent operation as gases are immediately diverted from one treatment point to the other in case of a flame outage. Due to the close proximity of the mill with the city of Eureka, it was deemed any odorous emission would result in an immediate impact on nearby residents. For this reason, no venting of the highly odorous SOG stream occurs during stripper start-up, shutdown or the simultaneous failure of both treatment devices. The SOG stream is contained within the collection header and stripper until a treatment device is available. Operating experience, control strategy optimization, and plans for achieving early compliance with the Maximum Achievable Control Technology 1 (“MACT”) regulations are presented.
