Great Lakes States are developing a variety of programs focused on Mercury. Among the more aggressive are Michigan, Minnesota and Pennsylvania. Focus programs include special public information and education efforts, cite fish consumption advisories as critical problems and name mercury sources. Although none of the programs are targeted specifically toward the pulp and paper industry, source reduction pollution prevention is considered a primary means of mercury release reduction. This paper describes state, regional and federal programs, and current reduction activities underway in the pulp and paper, and other industries. Activities undertaken by the Council of Great Lakes industries and the challenges presented by the Great Lakes Binational Toxics Strategy regarding mercury are discussed.
