New Regulations for and Public Scrutiny of Land Application, 1999 Environmental Conference Proceedings

Recent legislation in Washington and Texas and pending legislation in Oregon are affecting land application programs for the pulp and paper industry as well as other industries. Although each state’s regulations were initially intended to address the metals content of commercial fertilizer products, the laws are being revised to address by-product derived fertilizers and other constituents. These regulations will affect industrial reuse programs including use of ash, clarifier solids, and recausticizing materials for lime value; lagoon solids for organic nitrogen source; and other manufacture/distribution of soil conditioning products.
In this presentation, the nature of new regulations is addressed including the impetus from fertilizer regulation and differences of new rules from traditional land application program rules. Effects of standards on land application rates for industrial residuals are demonstrated.
