PSD Permitting of Sawmill Expansion, 1999 Environmental Conference Proceedings

Alabama Department of Environmental Management (ADEM) regulations at 335-3-14 and Federal Prevention of Significant Deterioration (PSD) regulations at 40 CFR 51.165 require air permitting for modifications to existing major sources which would result in a significant, or 40 tons (36 Mg) per year increase, in VOC emissions. This paper reviews the PSD permitting for the replacement of an existing sawmill with a new 401,000 cubic meters (170 million board feet) per year mill. The project included new debarkers, saws, planer, hog, sawdust handling system, particulate control systems, and support systems. The project also included repermitting three existing steam heater lumber dry kilns. The paper provides an analysis of the emission factors used in the permitting and the results of the required Best Available Control Technology (BACT) analysis. All approvals have been obtained and the project is currently under construction.
