The high-yield TCF sulfite mill at Lyons Falls Pulp & Paper located in upstate New York was under pressure from the surrounding community and state regulators to substantially reduce odors generated at the treatment plant. Public involvement reached a peak in the summer of 1998 with citizen meetings, negative press coverage, and public outcry over the odor. Additionally, the mill struggled to achieve final effluent TSS and BOD targets with the large facultative lagoon system they operated. Through the introduction of a bio-stimulant into the waste treatment plant the mill was able to achieve significant improvement in the areas of odor reduction, TSS and BOD compliance, sludge inventory reductions, increased lagoon dissolved oxygen levels, and overall improved stability of the waste treatment system. This paper describes the implementation of this program and the steps taken by the facility to regain the confidence of the community in their efforts.
